District 40 council candidate Rita Joseph has raised $204,957 in public and private money, making her the leading overall fundraiser in the race to replace Council Member Mathieu Eugene. Meanwhile, in less than seven months, NYPD Lt. Edwin Raymond has raised $90,910 in private funding from individuals, for his own campaign.
