PORT-AU-PRINCE — Prime Minister Ariel Henry has installed a three-member High Council of Transition (HCT) whose mandate will be to prepare the country’s long overdue elections.

“The HCT will work in a difficult context to achieve the realization of the elections, which is essential,” Henry said during A Feb. 6 ceremony. “The security climate must be favorable for it.”
