Léon Charles was appointed as general director of the Haitian National Police (PNH) on Monday, once more taking on the beleaguered agency from 2004 to 2005.

Charles replaces Rameau Normil, who led PNH during a 14-month period that saw the rise of violence and insecurity, including a massacre in Bel Air last August.

During Charles’ previous stint, about 50 police officers were among those murdered in rampant violence. He resigned and started a career in diplomacy, serving as Haiti’s ambassador to the Organization of the American States (OEA). Source
