On Friday, April 24, the National Police in the Nord department carried out three major operations in Cap-Haitien and Quartier Morin.
These operations led to the arrest of a very powerful gang leader in the department, of the gang called California Quartier Morin in Cadush. MackendyHyacinthe aka Pouchon, 33, is the name of the gang leader.
At the same time, his right hand man, Anthony Saint Cloud, alias Papichou, was also arrested as part of these operations carried out jointly by agents of the SDPJ, UDMO and BICAP. He is a repeat offender and has been arrested three times. He is said to have recently assassinated a security guard at a money transfer business in Vertières and a former caseccandidate named Jean René Phanord in Petit-Anse.
Law enforcement officers also arrested the 20-year-old Dorena Sylvana, 24-year-old Dalila Fermilien and all three Phanise Elior, members of the Quick Act gang.
