Noting an institutional vacuum caused by the departure of the Chamber of Deputies and 2/3 of the Senate, President Moïse posted a tweet urging reforms “This institutional vacuum is a historic opportunity for stakeholders to get together in order to initiate the reforms which must lead to the transformation of this predatory state into a service state which will put an end to this permanent crisis which jeopardizes the future of the country.”  Without an active parliament, Moïse will rule by decree.
